Use 11 or 12 points for text, 14 or 16 points for headings and title, centered page numbers in footers, and 2 columns after title and abstract. Figures may range across columns.

The Association for Computational Linguistics has a Latex style sheet that can be used. Even if you do not use it, the comments it contains provide details that you will find useful. It is intended for use with the acl.bst BibTeX bibliography style. They also have a MS-Word document template.
